New Year’s greetings from the Ukrainian State Center for International Education

Dear colleagues!

The team of the Ukrainian State Center for International Education sincerely wishes you a Happy New Year!

Thank you for your cooperation throughout 2021! Thanks to our joint efforts this year we have done a lot to increase Ukraine’s competitiveness in the international market of educational services:

✅ popularized Ukrainian education abroad (despite the pandemic, educational exhibitions were organized in Tajikistan, Uzbekistan, Nigeria; together with the educational community we developed a Strategy for marketing higher education services in the international education market until 2025);

✅worked on the formation of lasting relations with foreign graduates of Ukrainian higher education institutions (in particular, to the 30th anniversary of Ukraine’s Independence implemented the “Success Stories. To the 30th anniversary of Ukraine’s Independence” project, which collected stories of famous foreign graduates);

✅contributed to the socio-cultural adaptation of foreign students in Ukraine (in particular, we participated in the “Integration and Adaptation of Foreign Students/INTERADIS” project. “Study in Ukraine” is the only enterprise in Ukraine that received a grant from the European Union Erasmus+ Program);

✅developed partnerships and strengthened international cooperation (in particular, held an online large-scale Ukrainian International Education Forum, which was viewed by over 10,000 people on Facebook);

✅worked on the formation and organizational implementation of state policy in the field of providing educational services to foreigners (in particular, participated in the development and active implementation of the Plan for promotion of higher education in Ukraine for foreign students – the first strategic document in independent Ukraine in this field; worked on the Unified Interdepartmental Information System on the recruitment of foreign entrants to higher education institutions; joined the work of the President’s Fund for Education, Science and Sports, which was created to encourage the development of talented youth).

We hope that next year will be no less productive and full of excellent projects and initiatives!

Thank you very much for your cooperation in the development of “Study in Ukraine”!

We wish you successes and prosperity in 2022!

During the first day, a meeting was held at the Ministry of Education and Science of Ukraine, where parties discussed cooperation in the field of international student exchange.

Tajik colleagues also visited Taras Shevchenko National University of Kyiv. During the meeting, the parties worked on issues of bilateral cooperation in the fields of education, science and culture.

In addition, a delegation was received at the Embassy of the Republic of Tajikistan in Ukraine.

“Such visits are of great importance for the development of relations in the field of education between the states. The Ministry of Education and Science of Ukraine hosted a meeting on the organization of recruitment and education of foreigners, dedicated to preventing attempts to illegally cross the state border of Ukraine

On December 20, 2021, a meeting on the organization of recruitment and education (internship) of foreigners and stateless persons was held at the Ministry of Education and Science of Ukraine chaired by the First Deputy Minister Andrii Vitrenko.

The meeting was moderated by the director of the Ukrainian State Center for International Education Dr. Olena Shapovalova.

The meeting was attended by representatives of the Ministry of Internal Affairs of Ukraine, the Ministry of Foreign Affairs of Ukraine, the State Migration Service of Ukraine, the Foreign Intelligence Service of Ukraine, the State Border Guard Service of Ukraine, the National Police of Ukraine. The meeting was also joined by educational institutions whose entrants or students were detained while trying to illegally cross the state border of Ukraine.

The introductory speech was made by the First Deputy Minister of Education and Science of Ukraine Andrii Vitrenko. He spoke about the current state of the issue, provided statistics and emphasized the role of educational institutions in working with applicants.

Also spoke during the meeting:
• Kuryliuk Yuriy Bohdanovych – Head of Administrative Jurisdiction of the Border Protection Department of the Administration of the State Border Guard Service of Ukraine;
• Kovalchuk Yuriy Volodymyrovych – Head for Combating Cross-Border Crime of the Department of Operational and Investigative Activities of the ASBGSU;
• Hanushchak Yuriy Mykolayovych – Deputy Head of the 1st Department (Organization for Combating Illegal Migration) – Head of the 1st Branch of the Migration Police Department of the NPU.

The participants discussed the issue of taking measures to eliminate probable causes and conditions leading to attempts to illegally cross the border of Ukraine by foreign entrants or students.
One of the reasons for the emergence of illegal migration among the contingent of foreign students is the cooperation of educational institutions with dishonest agents. This is confirmed by the fact that most of the foreign entrants detained at the border are entrants who have been issued invitations for study, registered through agents.

Attention was also paid to the procedure of issuing educational invitations to the entrant personally. It was emphasized that university rectors are personally responsible for improper work with foreign students.

Admission deadlines to Ukrainian universities for foreigners have been extended

Admission deadlines for foreigners and stateless persons in Ukrainian higher education institutions have been extended until December 15, 2021 and March 1, 2022, which was caused by the epidemic situation in connection with the spread of the acute respiratory disease COVID-19.

This is stated in the Order of the Ministry of Education and Science of Ukraine from November 17, 2021 № 1239, which approved changes to the Procedure for the organization of recruitment and education (internship) of foreigners and stateless persons. The relevant order was registered at the Ministry of Justice of Ukraine and entered into force on November 30, 2021.

In addition, universities determine the periods of study for foreign students in accordance with the duration of educational or research programs. This also includes the deadlines for the admission campaign and registration of documents that give the right to stay in Ukraine during the period of study, admission to the next level of education and official certification of documents received after graduation.
