On July 23, 2021, the Ministry of Education and Science of Ukraine and the state enterprise “Ukrainian State Center for International Education” presented to higher education institutions a vision and action plan on the implementation of the Unified Interdepartmental Information System on recruitment of foreign entrants to higher education institutions.
The presentation was given by Deputy Minister for European Integration Andrii Vitrenko, Deputy Minister for Digital Development, Digital Transformations and Digitization Artur Seletsky and Director of the state enterprise “Ukrainian State Center for International Education” Olena Shapovalova.
Deputy Minister for European Integration Andrii Vitrenko outlined for colleagues the main changes in the process of recruitment and admission of foreigners:
– Education of foreigners at the preparatory faculty, department (in the sub-unit) is possible only in the presence of at least one accredited educational program of a bachelor’s or master’s degree.
– Agent information will not be entered into the Unified System. There will not be a digital office for agents in the Unified System. The higher education institution independently selects a foreign entrant from among the submitted applications.
– Entry into the digital office of the HEI and work in the Unified System will be possible only with the use of EDS.
– Electronic invitations for study (internship) are formed by means of the Unified System with the imposition of an electronic qualified seal of the higher education institution or qualified electronic signature of the authorized person. If necessary and at the request of the foreigner, the electronic invitation can be printed out and sent to the foreigner.
– The Unified System does not provide for the possibility of making changes to an already formed electronic invitation, such as fixing errors in the translation of a surname, a change in the country of visa reception, a change in the level of education/specialty/educational program, etc.
Deputy Minister of Digital Development, Digital Transformations and Digitization Artur Seletsky presented the project of the Unified System, acquainting colleagues step by step with the process of a foreigner’s enrollment.
Artur Seletsky stressed that this is a prototype of the Unified System and called on higher education institutions to actively connect and work in the Unified System in order to develop and improve the system together with the Ministry of Education and Science.
Also, in order to prevent a disruption in the admission campaign of foreigners and stateless persons to Ukrainian educational institutions, the Ministry of Education and Science of Ukraine has made the decision to operate two systems simultaneously – the Unified System and AS “Electronic Journal” until December 15, 2021.
The educational institution and the foreign entrant at their own discretion decide on getting an electronic invitation for study with the help of the Unified System or a paper invitation for study in the AS “Electronic Journal”.
After December 15, 2021, only the Unified System is planned to continue functioning.
